Cebu City proposes tax breaks for health-focused businesses in 2026
A new proposal in Cebu City aims to reward businesses that help combat lifestyle-related diseases. The Cebu City Council is reviewing an ordinance that offers tax breaks and regulatory benefits to qualifying companies. So far, no firms have applied since the draft was introduced on 3 February 2026.
The Cebu City Health Promotion Incentive Ordinance of 2026 targets businesses focused on nutrition, fitness, or wellness. Eligible enterprises include food retailers, fitness centres, and nutrition professionals operating within the city. To qualify, they must prove their activities directly promote healthier lifestyles.
Successful applicants could receive partial cuts in mayor's permit fees, business taxes, and sanitary inspection charges. Non-financial perks include faster permit processing and a special 'Healthy Cebu Business Seal'. These incentives would be temporary and tied to performance, applying only to the health-related portion of a business.
Participating companies would face regular checks by city authorities to ensure compliance. As of 9 February 2026, no businesses have yet registered or sought certification under the proposed scheme.
The ordinance seeks to make nutritious food and wellness services more widely available. If approved, it will offer financial and administrative support to businesses that meet health promotion standards. The council's decision will determine whether the incentives move forward.
