CDU: Hamburg's Forensic Psychiatric Care is Bursting at the Seams - Hamburg's Forensic Psychiatric System Strains Under Record Patient Overcrowding
Hamburg's forensic psychiatric system is facing severe overcrowding. With 460 patients currently in care, the number has risen sharply from 350 just three years ago. Authorities are now taking steps to expand capacity and improve prevention.
The Social Affairs Authority has announced plans to add 16 new beds at Asklepios Klinik Nord this spring. A preliminary building application has also been submitted for a new 80-bed casefiy. Since 2020, expansion projects at Asklepios Klinik Nord and the Justizvollzugsklinik have already created 120 additional beds for forensic psychiatric patients.
Current figures show 425 patients at Asklepios Klinik Nord, despite the clinic only having 375 beds. Of these, 56 are on temporary leave, while 17 remain under provisional detention orders. Another 18 individuals with interim detention orders have been held in pretrial detention, some for over 200 days.
In 2024 alone, 76 mentally ill individuals considered a danger to the public were placed in forensic psychiatric detention. Recent cases include a 43-year-old man who nearly strangled his estranged wife to death—he was ordered into psychiatric care on February 24. A 73-year-old arsonist, responsible for a deadly fire at Marienkrankenhaus that killed three people, was committed on November 27. Additionally, a woman who carried out a knife attack at Hamburg Central Station was detained in a psychiatric facility on January 26.
Alongside expansion efforts, authorities are strengthening prevention measures. The goal is to reduce forensic psychiatric cases by addressing risks before crimes occur.
The rising number of patients has put significant pressure on Hamburg's forensic psychiatric services. With new beds planned and prevention strategies in place, the city aims to ease overcrowding and improve public safety. The system continues to handle high-risk cases while working to expand capacity.
