HCM City's 5-Year Journey: Transforming Lives Through Sustainable Social Welfare
Ho Chi Minh City (HCM) has been actively implementing sustainable social welfare policies over the past five years. The city's commitment to comprehensive health care, poverty reduction, and social security has led to significant improvements in the lives of its residents.
On January 19, the HCM City Labour Federation marked a significant step in its social welfare initiatives by handing over 'Mái ấm công đoàn' (Union shelters) to disadvantaged workers. This move is part of the city's broader strategy to support the vulnerable.
HCM City's approach to health care is holistic, encompassing preventive medicine, primary care, and specialised treatment. The city has expanded free medical examination and treatment programs, ensuring that even the most disadvantaged have access to quality health care. This commitment has been reinforced by the expansion of health insurance coverage for the needy.
The city's efforts to reduce poverty have been equally robust. Since the beginning of 2025, HCM City has reduced the number of poor and near-poor households by 1,267. This progress is part of the city's ambitious goal to eliminate poverty by the end of the year. The city has achieved this through a multi-pronged approach, including tuition fee exemption from kindergarten to grade 12, vocational training, employment support, and housing assistance.
HCM City's dedication to social welfare is evident in its infrastructure development. In the 2020-2025 period, the city strengthened its health care system with 34 new hospitals and 106 renovated health stations. This expansion has significantly improved the city's capacity to provide health care services.
