Fewer patients escaped from forensic psychiatric facilities in Hesse last year. In 2023, the number dropped to 16, down from 31 in 2022. The decline reflects broader improvements in security, though some incidents still pose challenges for authorities.

Most escapes in 2023 happened during periods of leave rather than breakouts. Ten occurred on extended trial leave, while four took place during unsupervised outings or escorted absences. Only one involved a direct breakout from the secure Hadamar clinic.

Patients earn privileges like supervised walks or pre-release leave based on their progress. These come with strict rules, such as time limits and mandatory check-ins. Yet, violations can still lead to escapes.

One notable case involved a 28-year-old man who fled while handcuffed during a medical appointment. As of Tuesday, he remains at large. Overall, ten of the 16 escapees were recaptured by year's end, leaving six still missing.

Vitos Clinics, which manages forensic psychiatric care in Hesse, operated at over 100% capacity in 2023, with 943 treatment spots filled. The organisation is now collaborating with the state's health ministry to tighten security and improve detention conditions.

The drop in escapes suggests security measures are having an effect. However, the six patients still missing highlight ongoing risks. Authorities continue to review protocols to prevent future incidents.
