A sizeable majority of German doctors view Artificial Intelligence (AI) as a significant opportunity for the medical field, according to a survey by the digital association Bitkom. The study revealed that 78% of respondents believe AI can bring about efficiencies and improvements in diagnoses, particularly in certain cases.

Despite this positive sentiment, 76% of doctors are advocating for stringent regulations to govern AI's use in healthcare. The survey indicated that 15% of doctors currently employ AI in their practices or medical centers, utilizing it for diagnostic support and practice management. In hospitals, the rate is 18%, mainly for imaging procedure evaluation.

Bitkom President Ralf Wintergerst explains the potential benefits of AI, stating that it can enhance personalized and efficient medical care, especially in prevention and treatment. AI can also alleviate the workload of doctors by offering more accurate diagnoses, automated record-keeping, and intelligent appointment scheduling, allowing for greater focus on patient care.

On the electronic patient record's introduction, 68% of respondents expressed openness to its implementation. The primary advantages regarded avoiding repeated examinations (73%), facilitating faster diagnoses through access to medical history (60%), and reducing medication interactions (59%).

However, 77% of doctors feel underprepared for this technology, a concern heightened by the nationwide rollout of the electronic patient record at the end of April. Currently, the use of the electronic patient record remains optional for doctors, pharmacies, and hospitals, with mandatory use planned for October 1, 2025. Patients have the option to opt-out.

As AI's role in healthcare expands, challenges persist. Industry experts highlight that many AI initiatives are technology-driven rather than addressing concrete clinical needs, leading to limited real-world success. Additionally, collaboration between various stakeholders, clear vision, strategy, and necessary infrastructure for AI applications are often lacking in hospitals.

The German healthcare system's cautious approach to digital technologies, strong data protection norms, and the close doctor-patient relationship contribute to public skepticism towards AI-based healthcare interventions. The system's statutory health insurance model, based on solidarity and universal access, likewise necessitates public trust and acceptance for substantial reforms to be legitimate and successful.

Germany's AI regulations, guided by the European Union's evolving AI regulatory framework, particularly the EU AI Act, significantly impact AI deployment in healthcare. The Act places stringent requirements on high-risk AI systems, which complicate development and implementation processes despite their aim to ensure safety, ethical use, and standardization of AI tools.
