Pharmacy Employeesvoice Issues over Electronic Prescription Problems
The e-prescription system in Germany, designed to streamline healthcare and reduce trips to the doctor's office, has been marred by frequent disruptions, outages, and unreliability, posing potential risks to patient health.
In a statement to Redaktionsnetzwerk Deutschland (RND), Thomas Preis, head of the Federal Association, expressed his concern, comparing the system's unreliability unfavourably to Deutsche Bahn train delays. He called for a significant improvement in the system's reliability.
Recent incidents have seen the system experiencing multiple days of complete or significant downtime, affecting tens of thousands of patients at times. Key problems include technical malfunctions with trust service providers, telematics infrastructure outages, and short-notice maintenance or network failures.
The system's unreliability has sparked urgent calls for improved stability and reliability, particularly directed at Gematik, the federal agency overseeing the e-prescription system and telematics infrastructure. Proposed solutions also include requests for more operational flexibility for pharmacies, addressing infrastructure vulnerabilities, and enhancing the digital transition's technical robustness.
Despite these challenges, the e-prescription system offers benefits such as eliminating manual signatures and reducing trips. However, it's clear that the system requires enhanced system resilience and better handling of service interruptions to fully realise its potential without compromising patient care.
In the past two weeks alone, there have been five days of complete crashes or significant disruptions in the e-prescription system or the underlying telematics infrastructure. The digital transition is acknowledged as necessary and beneficial, but it requires a focus on ensuring technical robustness and contingency procedures to prevent adverse effects on healthcare delivery.
As the healthcare system in Germany continues its digital transformation, there is a broader push to modernize and digitize, including mandated information system upgrades by 2027. This regulatory push may indirectly support stronger e-prescription infrastructure in the future. For now, the focus remains on improving the system's reliability to ensure patient care continuity.
