School Leadership Under constant strain from multiple directions
In Baden-Württemberg, Germany, school principals are facing an increased workload and high levels of stress, according to a study commissioned by the Education and Science Union. The study, which questioned approximately 4500 school principals, found that longer working hours and higher emotional demands are contributing factors.
The Education and Science Union, represented by Monika Stein, is calling for relief from administrative tasks for school principals and an expansion of further training. Stein also criticised the number of vacant school management positions, stating that it's uncommon in other industries.
Thomas Speck, chairman of the Association of Vocational School Teachers in Baden-Württemberg (BLV), is advocating for a courageous and forward-thinking reform of the working hours and conditions of school principals. The BLV points out that the workload of school and department heads is around 20 percent higher than the regular annual working time.
The increased demands on education systems, such as the need for sustainable transformation, the implementation of education that includes sustainability competencies, and the adoption of hybrid, blended learning, and flexible study programs, are adding to the complexity of educational management and the workload of school principals.
The challenges faced by school principals in Baden-Württemberg are not limited to traditional educational duties. Instead, they are largely due to adapting to evolving educational models and meeting broader societal expectations in a competitive and fast-changing environment.
The study results are representative, as around a third of school principals responded, and all types of schools were taken into account. The results also highlight the need for increased leadership time for school principals from politics, suggesting an increase in the minimum teaching hours from 11 to 14, which would require 125 new positions.
In recent years, the working environment of school principals has changed significantly, according to the Education and Science Union. This change is reflected in the high number of resignations - 119 school principals in Baden-Württemberg resigned between 2017 and 2022, and currently, there are 233 vacant school management positions.
