Now, to address the criticism about the fixed-bid procurement method, Spahn's now-sorry self said, "I wouldn't recommend that madness to anyone. Truth is, we tried out every possible channel. Didn't even know if we’d catch a bid. Some masks were obscenely overpriced, like 30 bucks a pop! Why wait around when you can go all in?"
