Philadelphia tenants endure sweltering apartments as AC fails during heatwave

Residents at Park Terrace Apartments in Philadelphia are struggling without working air conditioning during a heatwave. Inside temperatures have climbed to dangerous levels, leaving many—including elderly and young tenants—unable to cope. The building’s management has promised repairs but faces growing frustration from those affected. The air conditioning in the 183-unit building was meant to switch on over a week ago. Instead, residents like Mary Laughlin have watched their apartments grow hotter by the day. By morning, her flat already reached 83 degrees, with three fans doing little to ease the heat.

Other tenants, including Lorrie Reilly, have had to rescue pets from the stifling conditions. She worries most about vulnerable neighbours—elderly residents and families with young children—who may struggle even more. Many describe the indoor heat as unbearable. Rushmore Management, which oversees the building, has opened an air-conditioned lounge and yoga room from 6 a.m. to 10 p.m. as temporary relief. The company now aims to finish repairs by Thursday, just as the worst of the heatwave is forecast to pass. Yet some tenants remain dissatisfied, demanding clearer answers about why the system failed and why the response took so long.

Repairs are now underway, but the delay has left residents without proper cooling for days. With many in the building facing health risks from the heat, the situation highlights the urgency of reliable climate control in large apartment complexes. Rushmore Management has yet to provide a full explanation for the breakdown.
